The fifty - first state

 The fifty-first states are heavily dependent on the United States. Their culture, economy, and domestic and foreign policy are sometimes directly overseen by the United States. In our project, we will consider several countries that not only want to become part of the United States, but are also recognized by the world community as an integral part of the American world. The new territory is accepted only by the decision of the Congress.

Section 3. New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more Statesor Parts of Stateswithout the Consent of the Legislatures of the States concerned as well as of the Congress.

The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United Statesor of any particular State.
